Priority Processing Fee (PPF)

You may apply in writing to the issuing office for a refund of the PPF if the travel document is not issued within two business days after we receive all the information requested to satisfy us of your identity and entitlement to a passport.  The time taken to return the passport to you, either by post or courier, is not included in this two business days service standard.

The PPF may also be refunded if you require the passport for compassionate travel due to the death or serious illness of an immediate family member, subject to certain conditions. If you are the primary carer of a person who needs to travel with you, that person may also be eligible for a refund.

Application Fee

The application fee is only refundable in exceptional circumstances at the time of application lodgment and processing. A decision not to issue a passport or travel-related document is generally not considered to be an exceptional circumstance.

It is not possible to refund a portion of the application fee in lieu of any unused portion of a passport's validity, for example when the passport holder dies.

How to Apply for a Refund

If you consider you are eligible for a refund, you should write to:

The Manager, Australian Passport Office in your capital city.

If you are overseas, you should contact the Australian diplomatic or consular mission where you lodged your application.

Your letter should include your full name, your passport number, the date and place you lodged your application and details in support of your claim.  Please also include a completed EFT authorisation form (pdf). If your application is successful, we will deposit the refund in your nominated account. If you are applying on compassionate grounds, your letter should include supporting documentation such as a death certificate, funeral notice or letter from the treating doctor of the immediate family member you travelled to see.  The Australian Passport Office/Australian diplomatic or consular mission will reply within 14 days of receiving your enquiry.

Appeals

A decision not to refund a passport fee is a reviewable decision under Section 48 of the Australian Passports Act 2005 (the "Act"). If you think there are grounds to appeal a decision not to refund a fee, you may apply in writing for an internal review of the decision.

The Act requires an internal review of a decision to have been undertaken before you can apply for review by the Administrative Appeals Tribunal.

No fees are payable for an internal review of a decision.

Your application for review should be made within 28 days after receipt of the letter advising you of the decision not to refund the fee.

Your application must set out your reasons for seeking a review.
